What the hell is this thing doing in Seattle? Is this in honor of the Disney Internet Services employees we have in the area or is there some kind of Disney World NW planned? It's a balloon, right?

With Golden ears high atop its head, the spectacular one-of-a-kind Mickey balloon will travel throughout the western United States and Canada during its 11-week tour as the Disneyland Resort, in Ahaheim, California continues its 50th Anniversary celebration.
Oh, but the imprecision of our nation's PR people vexes me so. Surely "the spectacular one-of-a-kind Mickey balloon" won't "travel" without some means of propulsion or guidance. Or has Disney created a sentient being? It wouldn't surprise me.
